Automated External Defibrillator (AED)

1.         PURPOSE:

1.1       John Wood Community College and the Office of Campus Safety and Security subscribe to and follow the guidelines established in 410 ILCS 4/1 “Illinois Automated External Defibrillator Act”.  The Act states that timely attention in medical emergencies saves lives and that trained use of automated external defibrillators (AED) in medical emergency response can increase the number of lives saved.  The Act also encourages training in lifesaving first aid and the use of AEDs, as well as the standardization of the use of AEDs.

1.2       The purpose of this document is to establish an AED procedure governing operational, notification, training, and educational requirements for the AED at John Wood Community College.  This procedure supports compliance with the Illinois Department of Public Health (IDPH) and the directives of the Quincy area Emergency Medical Services (EMS) Director.

2.         DEFINITIONS AS LISTED IN 410 ILCS 4/10 OF THE ACT:

2.1       Automated External Defibrillator (AED):  A medical device heart monitor and defibrillator that:

2.1.1    Has received approval of its pre-market notification from the United States Food and Drug Administration;

2.1.2    Is capable of recognizing the presence or absence of ventricular fibrillation and rapid ventricular tachycardia and is capable of determining, without intervention by an operator, whether defibrillation should be performed;

2.1.3    Upon determining that defibrillation should be performed, either automatically charges and delivers an electrical impulse to an individual, or charges and delivers an electrical impulse to an individual at the command of an operator; and

2.1.4    In the case of a defibrillator that may be operated in either an automatic or a manual mode, is set to operate in the automatic mode.

2.1.4.1            The AEDs used by John Wood Community College are the Heart Start Onsite Defibrillator and the Heart Start FR2+ defibrillator.

2.2       Trained AED User:  A person who has successfully completed a course of instruction in accordance with the standards of a nationally recognized organization such as the American Red Cross or the American Heart Association or a course of instruction in accordance with the rules adopted under the Illinois Automated External Defibrillator Act to use an AED, or who is licensed to practice medicine.

2.3      Defibrillation:  Administering an electrical impulse to an individual in order to stop ventricular fibrillation or rapid ventricular tachycardia.

3.         RESPONSIBILITY:

3.1       The Director of Safety and Security is responsible for:

3.1.1   Issuing and administering this procedure and ensuring that the procedure satisfies the requirements of all applicable federal, state, and local standards, including the Physical Fitness Facility Medical Emergency Preparedness Act (210 ILCS 74).

3.1.2    Identifying trained AED users.

3.1.3    Completing post incident reports.

3.1.4    Evaluating and updating the AED program annually.

3.1.5    Coordinating training for all trained AED users to maintain current certification.

3.1.6    Maintaining training records and copies of all user certifications.

3.1.7    Ensuring that regular AED equipment maintenance is performed.  All maintenance tasks shall be performed according to equipment maintenance procedures as outlined in the operating instructions for the defibrillators listed in this procedure.

3.1.8    Informing first responders of changes to availability of the AEDs.

3.2       Trained AED Users are responsible for:

3.2.1    Using universal precautions in all situations that involve exposure to blood and other body fluids in accordance with the college’s Bloodborne Pathogens Exposure Control Plan.

3.2.2    Calling 911 and notifying EMS in the event of an incident.

3.2.3    Informing the Director of Safety and Security of all incidents.

3.2.4    Using the AED in accordance with all AED training and with this procedure.

4.         EXEMPTION FROM CIVIL LIABILITY:

4.1       410 ILCS 4/30 of the Act states that:

4.1.1   A person owning, occupying, or managing the premises where an AED is located is not liable for civil damages as a result of any act or omission involving the use of an AED, except for willful or wanton misconduct, if the requirements of the Act are met.

4.1.2   A trained AED user is not liable for civil damages as a result of any act or omission involving the use of an AED in an emergency situation, except for willful or wanton misconduct, if the requirements of the Act are met.

5.         GUIDELINES:

5.1       Operational Requirements:

5.1.1    The AEDs at John Wood Community College are located:

5.1.1.1            1301 S. 48th St. Quincy campus:

5.1.1.1.1          Learning Center – Library west entrance

5.1.1.1.2          Heath Center – Auditorium Lobby

5.1.1.1.3          Student Activity Center – Gymnasium

5.1.1.2            Pittsfield Education Center

5.1.1.3            Perry Agricultural Center

5.1.2    The AEDs are stored in wall cabinets with audible alarms that sound when the cabinet doors are opened.

5.1.3    Only trained AED users are authorized to use the AED.

5.1.4    First responders who are not trained AED users may be utilized to retrieve the AED and bring it to the scene of the medical emergency.

5.1.5   JWCC will comply with the manufacturer’s suggested maintenance, service, and testing of the AED.

5.1.6    Radio frequency interference from devices such as cellular phones and 2-way radios can cause improper AED operation.  All cellular phones and 2-way radios should be kept at least 6 feet from the AED while in use, or they should be turned off, when possible and practicable.

5.2       Maintenance Requirements:

5.2.1    Campus Safety and Security will perform a daily check of the status indicator:

5.2.1.1            The AED is “ready for use” if the status indicator shows a flashing green light (Onsite) or a flashing black hourglass (FR2+).

5.2.1.2            The AED is “ready for use”, but with low battery power, if the status indicator shows a flashing red light (Onsite) or a flashing red X (FR2+).

5.2.1.3            The AED is “not ready for use” if the status indicator shows a solid red light (Onsite) or a solid red X (FR2+).

5.2.1.3.1         If the status indicator shows anything other than the “ready for use” flashing green light or black hourglass, report it immediately to the Director of Safety and Security.

5.2.2    Campus Safety and Security will perform monthly checks of supplies, accessories, and spare parts:

5.2.2.1            All supplies, accessories, and spare parts necessary for the support of medical emergency response with the AED shall be maintained in a state of readiness at the same location as the AED.  These items include, but are not limited to:

5.2.2.1.1          AED spare battery

5.2.2.1.2          AED spare pads

5.2.2.1.3          Pocket CPR face mask

5.2.2.1.4          Disposable razors

5.2.2.1.5          Towel

5.2.2.1.6          Paramedics scissors

5.2.2.1.7          Latex gloves

5.2.2.2             Check the outside of the AED and the connector socket for cracks or other signs of damage.

5.2.3     After using the AED it is necessary to perform the maintenance tasks described above, as well as the following post-use checks, before returning the AED to service:

5.2.3.1            Check the operation of the AED by removing and reinstalling the battery and running the battery insertion self-test.  This should also be performed when replacing expired AED pads.

5.2.3.2            Check the outside of the AED and the connector socket for signs of dirt or contamination.  If the AED is dirty or contaminated, clean the outside of the AED and the connector socket with a damp cloth and soapy water.  Do not immerse the AED in any fluids and do not use abrasive cleansers.

5.2.3.3            Dispose of and replace any used AED pads.  Ensure that the AED pads are unplugged before returning the AED to service.

5.2.4    All maintenance checks shall be recorded on the AED Maintenance Checklist (Appendix A).

5.3       Notification Requirements:

5.3.1    The AED is registered with local EMS.

5.3.2    Local EMS will be notified via 911 for any event, incident, or situation that results in the use or possible use of the AED.

5.3.3    Documentation of the event should be hand delivered, faxed, or mailed to EMS within 5 business days after the event.  EMS will forward a copy to the Illinois Department of Public Health using the Public Access Defibrillation Utilization Form (Appendix B).

5.4       Training and Education:

5.4.1    To be recognized as a trained AED user, an individual shall successfully complete a course of instruction in accordance with the standards of a nationally recognized course, such as the American Heart Association.

5.4.2    The course of training shall include training in CPR in accordance with the standards of the American Heart Association.

5.4.3    The instructor of the AED course shall be authorized by the American Heart Association.

5.4.4    Authorized users will be retrained and recertified bi-annually in CPR and AED operation.

5.5       Training Records:

5.5.1    Training records are completed for each employee upon completion of training.  These documents will be collected by the Director of Safety and Security and forwarded to the John Wood Community College CPR Training Center Coordinator for recordkeeping.

5.5.2    The training records should include:

5.5.2.1             Date of training.

5.5.2.2             Number of hours.

5.5.2.3             Instructor name.

5.5.2.4             Summary description of the training content.

5.6       AED Post-Incident Program:

5.6.1    JWCC post-incident procedures will be followed anytime the AED is used.

5.6.2    An Accident Investigation and Campus Safety and Security Incident Report will be completed within 24 hours of any reported incident.

5.6.3    EMS shall be notified in accordance with this procedure.

5.6.4    If it is determined that revisions need to be made to this procedure, the Director of Safety and Security will ensure that this occurs.
