Management Hazard Communication (MSDS) 1. PURPOSE: 1.1 This procedure outlines how each of the requirements set forth in the OSHA Hazard Communication Standard (HCS), 29 CFR 1910.1200 will be met by John Wood Community College. 2. CONTAINER LABELING: 2.1 JWCC meets all HCS requirements for container labeling in the following manner: 2.1.1 The Director of Physical Plant will be responsible for ensuring proper labeling of JWCC containers. 2.1.2 Each container of hazardous material received from an outside supplier should be clearly labeled with: 2.1.2.1 Identity of hazardous chemical(s). 2.1.2.2 Appropriate hazard warnings. 2.1.2.3 Name and address of the manufacturer. 2.1.3 Each non‑empty container of hazardous materials, including but not limited to, mixing tanks, storage tanks, drums, bags, bottles, and boxes should also have a label attached to it. 2.1.4 Labels provided by vendors on incoming containers should not be defaced or removed. JWCC should not accept shipments of hazardous material without proper labeling. Any containers of hazardous materials that are received without proper labeling should be impounded in a designated area and should not be released for use until such time as proper labels can be applied. If vendor labels are not available, a special label bearing the information listed above should be filled out and attached. Portable container labels may be used for this purpose. 2.1.5 Whenever hazardous materials are transferred into portable containers, the employee transferring the materials should attach a portable container label to the new container. The label should include the name of the product, identity of the hazardous chemical contained, and applicable hazard warnings. If the employee transferring the material is uncertain of the identity of the material and the applicable hazard warnings, he/she should contact a supervisor. 3. MATERIAL SAFETY DATA SHEETS: 3.1 JWCC meets all HCS requirements for Material Safety Data Sheets (MSDS) in the following manner: 3.1.1 The Director of Physical Plant will be responsible for ensuring the maintenance of all MSDS. All John Wood Community College MSDS are maintained online utilizing the JWCC Internet and are available to all JWCC employees. 3.1.1.1 Employees requiring a hard copy of any MSDS may print the MSDS from the website or they may call the Physical Plant. 3.1.2 The Physical Plant will review all MSDS, as they are received, for new information and accuracy. If any parts of the MSDS are missing or incomplete, the Physical Plant should request a new MSDS from the manufacturer. If any new hazard and/or safety information is received on a MSDS, the Physical Plant is responsible for ensuring that employees are informed of this new information by updating the MSDS on the Internet. 4. EMPLOYEE INFORMATION AND TRAINING: 4.1 JWCC meets all HCS requirements for employee information and training in the following manner: 4.1.1 Individual supervisors in accordance with the college’s procedure for Job Safety Training and the Office of Campus Safety and Security will be responsible for ensuring that employees are provided with information and training on hazardous chemicals in their work area at the time of their initial employment. 4.1.2 The Office of Campus Safety and Security will be responsible for ensuring the conductance of Hazard Communication training sessions for employees. 4.1.3 Hazard communication information and training may be accomplished through power point computer training, videotaped instruction, discussion of items specific to JWCC, and/or a written review. A copy of this Hazard Communication Program procedure is available on the JWCC Intranet for employees who may have questions. 4.1.4 Hazard Communication training should include, but is not limited to the following: 4.1.4.1 Explanation of the Hazard Communication Standard; 4.1.4.2 Education of employees about operations in their work area where they may come into contact with hazardous materials; 4.1.4.3 Explanation of how to read a label for hazard information; 4.1.4.4 Explanation of how to recognize a hazard warning; 4.1.4.5 Review of MSDS and their use; and 4.1.4.6 Explanation of where and how to access the Hazard Communication Program and MSDS. 4.1.5 Training participation should be recorded and maintained by the Director of Safety and Security. 5. LIST OF HAZARDOUS MATERIALS: 5.1 JWCC meets all HCS requirements for the listing of hazardous materials in the following manner: 5.1.1 The list of known hazardous materials should be maintained in the MSDS on the JWCC Internet. 5.1.2 More information on each hazardous material may be found by reviewing the specific MSDS for that material. 6. HAZARDS OF NON-ROUTINE TASKS: 6.1 JWCC meets all HCS requirements for informing employees about the hazards of non‑routine tasks in the following manner: 6.1.1 It is the practice of JWCC and the responsibility of the individual supervisor to inform employees of all known potential hazards associated with non‑routine tasks and to advise them of the necessary personal protective equipment to accomplish such tasks in accordance with college procedures for Job Safety Training and Personal Protective Equipment (PPE). 6.1.2 Employees should inquire about unforeseen hazards by contacting their supervisor or Campus Safety and Security, prior to starting work. Upon contacting their supervisor or Campus Safety and Security, the following procedure should be followed: 6.1.2.1 Discussion of the potential hazards of the activity; 6.1.2.2 Review the MSDS of any hazardous material involved in the non‑routine work; and 6.1.2.3 Review safety precautions that should be taken during this activity. 7. ON-SITE CONTRACTORS: 7.1 JWCC meets all HCS requirements for informing on‑site contractors about hazardous materials to which their employees may be exposed, in the following manner: 7.1.1 The Director of Physical Plant will be responsible for ensuring that on‑site contractors are furnished with the following: 7.1.1.1 Description of hazardous materials to which the contractor's employees may be exposed. 7.1.1.2 Suggestions for appropriate protective measures. 7.1.2 On-site contractors should furnish JWCC with the following: 7.1.2.1 Description of any hazardous materials brought onto JWCC property to which JWCC employees may be exposed. 7.1.2.2 Suggestions for appropriate protective measures. 7.1.3 The on-site contractor should sign the On-Site Contractor Agreement (Appendix A) to acknowledge they have read and agree to follow this procedure, that they have been informed of hazardous materials to which their employees may be exposed, and that they have provided JWCC with information about any hazardous materials being brought onto JWCC property. 7.1.4 JWCC reserves the right to stop the work of a contractor if compliance with this procedure is inadequate until all applicable safety and health practices are implemented by the contractor and the contractor is in compliance with this procedure. 7.1.5 The exception to this procedure is that the requirements of this section do not apply to contractors who provide temporary employees to JWCC. 8. ACCESS TO HAZARD COMMUNICATION PROGRAM: 8.1 JWCC meets all HCS requirements for access to the Hazard Communication Program in the following manner: 8.1.1 A copy of this Hazard Communication Program procedure is available on the JWCC Intranet for employees who may have questions. 9. HAZARD DETERMINATION PROCEDURES:9.1 JWCC meets all HCS requirements for hazard determination procedures in the following manner: 9.1.1 JWCC will rely on the evaluation performed by the chemical manufacturer or importer to satisfy this requirement |
